Navigating New Canadian Passport Changes: What You Need to Know

Mar-27-2026    14:00 PM

Canada’s passport system is undergoing significant updates in 2026, impacting both the cost of passports and the service standards applicants can expect. These changes, set to begin on March 31, 2026, will bring about new fee structures and a streamlined refund policy, marking the most substantial modification in years. At Adira Immigration, we’re here to help you navigate these updates and understand what they mean for you.

Understanding the New Passport Fees

Starting March 31, 2026, Canadians will see an adjustment in passport fees for the first time since 2013. This increase aligns with inflation and the rising costs of secure document production. The updated fees vary depending on the type of document and location of issuance. For instance, a 10-year adult passport issued within Canada will increase from $160 to $163.50, while a similar document issued outside Canada will go from $260 to $266.25. It is important to note that the fee applicable depends on when the application is received by the Immigration, Refugees and Citizenship Canada (IRCC), not when it is mailed.

New Processing Guarantee and Refund Policy

From April 1, 2026, a new processing guarantee will come into effect, promising that complete passport applications will be finalized within 30 business days. Should the IRCC fail to meet this timeline, applicants will automatically receive a full refund of their fees. This applies to a wide range of documents, including adult and child passports, temporary passports, adult refugee travel documents, and certificates of identity. However, certain fees, like the $25 consular fee, remain non-refundable.

Annual Fee Adjustments Linked to Inflation

Passport fees in Canada will now be adjusted annually in accordance with the Service Fees Act, based on the Consumer Price Index (CPI) published by Statistics Canada. This change ensures smaller, more predictable yearly increases, providing Canadians with a clearer expectation of future costs. These adjustments aim to prevent significant fee hikes by aligning closely with inflation trends.

Citizenship Changes and Their Impact

Significant developments in citizenship laws also influence passport eligibility. Bill C-3, which came into effect on December 15, 2025, removes the first-generation limit on citizenship by descent. This legislative change allows more individuals to claim Canadian citizenship, particularly those born abroad to Canadian parents or grandparents. Those affected by this change will need to apply for a citizenship certificate before proceeding with passport applications.

The 2026 updates to Canada’s passport fees and processing policies introduce a more transparent and efficient system for applicants.
